四平市地表水控源减排的绩效评价方法

摘要:

基于水资源“三条红线”管理制度(即水资源开发总量控制, 水资源利用效率控制及水功能区排污总量控制“三项制度”), 从用水现状绩效、 控源减排技术绩效及污染物控制绩效三方面分层次构建吉林省四平市地表水主要污染物控源减排绩效评价指标体系, 并采用熵权模糊综合评价法, 以2007年为基准年, 对四平市2008—2012年的控源减排绩效进行评价. 结果表明, 该评价方法可行、 有效.

Abstract:

Based on the total control of water resources development, control of water resources utilization efficiency and control of total pollutant discharge in water functional zones, we constructed the index system of performance evaluation about the surface water major pollutants’ sourcecontrolling and emission reduction in Siping City from 3 aspects of the performance of current situation of water use efficiency, the performance of sourcecontrolling and emission reduction technology and the performance of pollutant control. Using entropy weight fuzzy comprehensive evaluation method, with 2007 as the base year, we evaluated the performance of sourcecontrolling and emission reduction in Siping City from 2008 to 2012. The results show that the evaluation method is feasible.
