Abstract: Policy Based Network Management (PBNM) technology based Mobile Agent (MA) technology is new developing subject in network management field. Two kinds of network management methods have merit each. This paper puts forward a new network management method——PBNMBMA（Policy Based Network Management Based on Mobile Agent), and introduces the management procedure in multi-domain and the function of every module in detail. PBNMBMA should be a more effective method.
