Abstract: This article elaborated the problems in the technical novelty check with examples, especially the problems in the novelty check report. Moreover, it suggests the original national level novelty check organizations and universities should establish the national wide technical novelty check assoc iation committee, which will be the important program, as soon as possible. The association should first set the professional standards for the services of novelty check program; revises and promulgates “management of technical novelty check organizations”; sets up the quality standards for the technical novelty check etc. The new association will make healthy development for the novelty check program.
