Abstract: Based on the water environmental quality analysis of Songhuajiang Rivers in Jilin Province, the water management model is developed, which meets the standards of water environmental functions in different river sections, by integrating point sources with nonpoint sources, introducing response coefficient and optimal theory. Three optimal management schemes have been proposed. The first one requires point source wastewater and the pollutants of municipal wastewater treatment plants are up to the standard prior to discharge. The second one controls the nonpoint source pollutant concentrations. The last one distributes optimally point sources effluents under the unchange of the total pollution discharge.
