Optimization Model for Total Amount Control andEmissions Trading of Regional Pollutants

Abstract:

By modifying the model and adding several constraints,  the revised model was applied to optimizing the emissions reduction scheme of r
egional total amount control, showing that the major pollutants controllable indexes of COD, NH3-N, SO2 and NOx (not including the emissions trading  amount) are 3.01,0.47,5.00,125 (104 tons), with the increasing cuts proportions of 6.85%,8.63%,17.34%,6.51%. And the total cost is decreased to 494.02 billion yuan, with 28.00 billion yuan reduced compared with that of the regional total amount control planning for the “12th Five Year Plan” and a reduced ratio of 5.36%. This optimized scheme can economize the total cost, meanwhile giving out the reduced detail of all kinds of industries.
