Abstract: A phase scheme was built for the typical 3-leg signalized intersection containing 6 vehicular phases and 3 pedestrian phases. The concepts of master phase and the slave phase were introduced, and the mechanism of phase scheme design was explained from the phase numbering, phase combination, phase switching, and phase display sequence. For the 3 master phases with slave pedestrian phase, the numerical relationship among the minimum green time of the master phase for the pedestrian crossing safely the street and the phase scheme, the minimum pedestrian walk time interval and the needed intergreen time interval were analyzed. Based on this analysis, and absolute minimum green time calculation dedicated to the 3-leg intersection was proposed. It provides a strong support for the pretimed signal timing plan and the development of traffic response control strategy.
